cornetist, conductor, 1890 cornetist in the regiment 74e de ligne, 1890 studied cornet a pistons under Jean Mellet at the Conservatoire National de Paris, 1891 2e accessit, 1892 1er accessit, 1893 2d prix, 16.jan.1904 appointed agent de service a l'Inspection des enfants assistes de la Prefecture de la Seine, 1905 as professor of cornet residing at 19 rue Rollin in Paris, 1908 he recorded as solo cornetist with Musique de la Garde Republicaine Paris, 30.dec.1909 named Officier d'academie, 1910- 1915 as professor of cornet and music publisher residing at 62 rue Tiquetonne in Paris, 22.jan.1911 he conducted at the ball after the Election de la Reine des Marches Decouverts at the salons de la Porte-Doree, 9.apr.1911 appointed committee member of the newly founded Societe Frederic Chopin in Paris with Maurice Ravel as vice-president, 1913-1915 conductor of Orchestre de Magic City, 15.oct.1921 engaged as virtuoso at Les Concerts Colonne directed by Gabriel Pierne at Theatre du Chatelet, 30.may.1924 made Officier de l'instruction publique, February to June 1926 he had his own radio show Radio-jazz organized by the Association des Radio Amateurs Francais on Radio-Paris where he also played solos on the tubophone, 1927 residing in Trappes near Paris, 1935 as composer member of SACEM ; probably related to Maurice Andre (18??-1957) because their compositions were almost exclusively performed in their own or each others radio shows on Radio-Paris ; son of saddler Germain Andre (1838-) and Rosalie Therese Baillet (1848-) ; he married Victorine Octavie Souchet (Trappes 8.nov.1866-)
